Thanks to my older uncle telling me..I now have somewhat of a handle on this here stimuli stuff goin on...

here's a main example he finally explained to me :...

as example...Whitehouse say..needs a fence fixed...
thay naturally get bids (estimates )

2 licensed contractors do show up..1 from Tennesse....
and 1 from Chicago........

Well the Tenn boy naturally examines the fence and starts a writing..but the chicago guy just sits in lobby and starts a writing....

Well my uncle says...the Tenn guy hands in bid ..$ 700.00...Presidents Asst asks ..for what sir ?....
Tenn man politley says $300. parts...$300..labor and just $ 100. profit for me....Asst says thanks ..very good we will call....

The Chicago guy hands paper...$ 2700....well....Asst looks at it twice..what for my good man.?.....

Chicago contractor says...well..$ 1000. for me...$ 1000. for you and $ 700 to the Tenn boy......!

Asst says......You are hired......

That's how we paid for informants to sell us our targets, since we had no budget for it. Contractor gets 1,000 to fix a fixed project and say he was paid 11,000. The other 10,000 buys 10 informants from a sheik who'll be our eyes and ears. If some hillbillies like us could figure it out, I'm pretty sure the lawyers yall vote for figured some things out too.
