That would be

City of New Orleans Comprehensive Emergency Management Plan

Please note who was responsible for what

I was a menber of the Harris/Fort Bend Dist (Houston Tx) EOC for about 12 years. I have a good idea of what should have happened.

After carefully reading the plan I did not find GW Bush metitioned anywhere.
The Mayor is mentioned several times.
Mayor
Initiate the evacuation.
Request additional law enforcement/traffic control (State Police, La. National Guard) from State OEP.
Supply transportation as needed in accordance with the current Standard Operating Procedures. etc, etc

Along with the Gov.
The authority to order the evacuation of residents threatened by an approaching hurricane is conferred to the Governor by Louisiana Statute

I have made an observation. Outside of the levee breaking, MS & AL were hit harder. I don't hear any whining and complaining out of those states. I notice that the New Orleans mayor is a Dem and I notice the LA governor is a Dem and LA is where all the problems are. Could there be a connection?

That same observation holds true for the 2000 elections in FL. Each contested county and each county with voting problems was heavily Dem and had an elected Dem Supervisor of Elections.

For starters, Riley and Barbour declared emergencies long BEFORE the hurricane hit and asked for federal action at the same time. Therefore, everything was already in motion in Mississippi and Alabama BEFORE the storm came in.

What else can we say. Blanco was so afraid she would not get credit for doing anything and everyone else would. Well - - -

It looks as though she will get her wish..... I'd hate to reap what she has!!!

I only wish that the media would give her her true due.....................
