, it is not a Webley. If you pull the cylinder you may find proof marks on the cylinder face. I think you will find ELG in an oval. It looks to be a Belgium version of the popular Bulldog. It looks to be a Belgium self defence revolver form the late 1800s to the early 1900s, made literally by the boat load for sale in Europe and the U.S. It doesn't appear to be in very good condition, as such the value would probably not exceed 100 dollars.
the various markings on these guns can sometimes reveal the maker ( sometimes) and a time frame. If you will post clear pictures of all the markings perhaps someone will be able to give you more information.
