If you are giving up your C&R do you have to send in bound book? I have heard that only a class 1 FFL has to return the book. Is this true?

You do not need to send it in, provide to them, or even keep it if you do not renew, or surrender, your 03 FFL. You can burn it if you want to.....

If you still have a C&R collection that was used to purchase with C&R (ffl3) permit and you decide not to renew. The statue is three years. you don't even need a book just keep and excel file on your pc, when (they)ask just give them a print. That is what i do. The format is on ATF websight.
