Default chinese telcom equipment security issues?

was reading an article in the local fish wrapper todat about a couple chinese telcom companies that contractors and gov agiencies should not buy telcom equip from.

they didn't go into specifics.. but left it vauge.

So what's the deal? is it something like this?

Chinese telcom co makes a .. oh.. router... us gov agency buys the router..hookes it up... and imbeded in the router is some code where the chinese company can gain access.. like a back door or something? or the router sends info out or something?
