Here is a site that has surplus pulled bullets, though I didn't see any 7.62x39 except in new. But thier new prices aren't too bad. Check it out.

Any pulled .308 bullet will serve your purpose. There should be scads of yanked 30-06 bullets out there. They don't have to come from just the 7.62x39.
