I haven't seen this for years, but we used (early '50s, scavenged mil issue) to get .45ACP rounds with a very large primer hole, with a sleeve which contained the primer. I wasn't reloading .45 at the time, but some friends told me they were not reloadable because you couldn't get the primer out without taking the insert. The sleeve was definitely larger than any primer I have ever seen.
I have no idea what they were originally used for, and never saw many.
