Guzda - I went into my collection and examined the one piece that has very similar charcteristics to your Excelsior pistol. It is a Unique Model 1914, in 7.65mm, but it has the same scallop and pinning on the slide, as well as other finish features. This pistol was accepted into the French Government arsenals for WWI. As part of the arsenal markings, they put the initials of the manufacturer in a circle on the side of the frame. This pistol is marked with "RH" which stands for Retolaza Hermanos. So, I believe your pistol was manufactured between WW1 and 1927, based on the proofs on your pistol (partial shield and X), by Retolaza Hermanos.
