How will reducing the spring weight from 17 lbs to 15 or 13 lbs affect the performance of my Glock 17?

What about going the other ay and installing a 19 lb spring?

I am trying to fine tune it for competition.

Reducing the weight will increase the cycling time and increase the wear on the frame, if you intend to keep using factory-spec ammo. Only reduce the recoil spring if you are going to use "softball" ammo exclusively. Consider using a dual-spring system like the Fire Dragon or Nowlin unit.
