Barack Obama will face an international crisis early in his presidency, Joe Biden warns, fueling Republican charges that the Democratic presidential candidate's own running mate admits Obama is a blank slate in the face of coming national security threats.

Speaking in Seattle on Sunday, Biden said he could guarantee that the world will want to find out if Obama is up to the job, which he assured voters he is.

"Mark my words. It will not be six months before the world tests Barack Obama like they did John Kennedy. The world is looking," Biden said.

"Remember I said it standing here. if you don't remember anything else I said. Watch, we're gonna have an international crisis, a generated crisis, to test the mettle of this guy. And he's gonna have to make some really tough -- I don't know what the decision's gonna be, but I promise you it will occur. As a student of history and having served with seven presidents, I guarantee you it's gonna happen," Biden continued.

The Delaware senator's remarks were the second of their kind over the weekend. At a fundraiser in San Francisco, Biden said Obama's challengers will "find out this guy's got steel in his spine" whenhe is tested.

The McCain campaign jumped on Biden's remarks, saying the next president "won't have time to get used to the office."

"Just last night, Senator Biden guaranteed that if Senator Obama is elected, we will have an international crisis to test America's new president," reads a memo from the McCain campaign. "We don't want a president who invites testing from the world at a time when our economy is in crisis and Americans are already fighting in two wars. ...

"Senator Obama wont have the right response, and we know that because we've seen the wrong response from him over and over during this campaign. ... We cannot spend the next four years as we have spent much of the last eight: hoping for our luck to change at home and abroad. We have to act. We need a new direction, and we have to fight for it," the statement said.

During a McCain campaign press conference on Monday, former New York City mayor Rudy Giuliani also weighed in on the Democratic vice presidential candidate's remarks, saying they reveal that "Biden continues to harbor doubts that Obama is ready to be commander-in-chief."

But Democratic aides said that Biden was merely reciting history and assuring supporters that Obama is the man for the job.

"Sen. Biden was making it clear that history has shown presidents face challenges starting on day one, and with our nation fighting two wars and 21st century threats abroad, we know that we need steady leadership in tumultuous times, not the erratic lurching and stubborn ideology of John McCain," said Biden spokesman David Wade

Democratic strategist and pollster Doug Schoen said Biden's comments are "probably an uncomfortable truth, certainly not what you want as a Democratic strategist for your vice presidential candidate to say....

"But he probably is going to be tested and he hasn't had experience and I'd like to think he'll be up to the task with whatever we face, but politics is about making choices. But the question is given the failures of the Bush administration ... do we want to go in that direction or do we want to go in a different direction?" Schoen asked.

Given that the four President and VP candidates have attended National security briefings recently, and the fact that Biden PROMISES this, what are your thoughts?

Keep in mind that Biden said of Obama on the campaign trail that, "the presidency is not something that lends itself to on-the-job training..."

Is he conceding that Obama doesn't have the skills for the possible upcoming challenges?

Is he trying to boast his knowledge of worldly affairs so he can come back and say, "I told you so"...

We have "Joe the Plumber", they have Joe the Blunder.
I think Obama gave Joe a roll of duct tape and told him to go home and be quiet.

Russia and Venezuela have ratcheted up their challenge to US influence by forging military and economic deals and signalling a possible nuclear energy programme in Venezuela.

Russia's prime minister, Vladimir Putin, said Latin America had become a Kremlin foreign policy priority during a visit to Moscow by President Hugo Chávez yesterday, which bolstered ties between the two countries.

In addition to accords on oil, gas and weapons purchases, the leaders discussed building nuclear reactors in Venezuela, a move that would underline Washington's lost sway over a region once considered its backyard. A Russian naval squadron is sailing towards the Caribbean for joint military exercises with Venezuela, the first such deployment in the western hemisphere since the cold war. It follows a visit last week by two Russian supersonic Tu-160 bombers.

"Latin America is becoming a noticeable link in the chain of the multi-polar world that is forming," said Putin. "We will pay more and more attention to this vector of our economic and foreign policy."

He added: "We are ready to study the possibility of working in the sphere of peaceful atomic energy."

Michael Shifter, of Inter-American Dialogue, a Washington-based thinktank, said: "Should such a deal materialise, that would make Washington more worried about Caracas."

A Kremlin spokesman said Russia would loan Venezuela $1bn (£540m) for arms purchases and military development but did not elaborate on the details.

We've helped or sat idley by as others got nuclear programs? We participate in war games with Russia so what does that mean, we participate in war games with their "enemies," etc.

Besides Venezeula isn't the enemy, Hugo Chavez is. The Venezuelan people just got duped into an Obama-esque election, what can ya do. I sure hope the rest of the world doesn't look at us like that if the unthinkable happens and that loser wins the election. Had the Venezuelan people voted to give him the authority to stay in office, then Venezuela would be the enemy. But they rebuked Chavez.

Instead of focusing on how much of a douche-bag Chavez is, we should be focusing on how to re-establish meaningful connections with the next president of Venezuela. Chavez is a douche-bag, but for the time being he is a douche-bag with term limits. We should be working hard to make sure we don't burn any bridges. I don't think we necessarily are burning any bridges, but its the general argument that counts.

I hope we don't look at Russia as the enemy just because they have relations with Venezuela. Just like I hope Iran doesn't see us as the enemy because we have relations with Saudi Arabia, just like Saudi Arabia doesn't see us as the enemy because we have relations with Israel, just like India doesn't see us as the enemy because we have relations with Pakistan, just like Russia doesn't see us as the enemy because we have relations with Japan or Georgia or Ukraine.

Sure sometimes this does happen, Saudi Arabia doesn't hate us but they are hardly estatic that we are friendly with Israel. But as the single greatest country in this world, we should be focussing on the ideal- not what someone else is getting away with. We are better than that.

Isn't it funny how the Democraps have twisted poor 'ol Joe? They attacked him for not having a plumbing license, yet, he's working UNDER a licensed contractor and wants to buy the business!

Personally, the test, when/if it comes won't have an effect on this country until the citizens themselves are tested by fire. Then lets see how sheep/lemmings react.
