I hear there is a front site adjusting tool that can be used for my Siaga. Who makes them? Will the same tool used for an SKS or AK fit the Siaga? Will it screw the sight up and down? Is movement left and right easier with a punch and hammer?

Looks like you will be OK with the AK/SKS front sight tool.
It will cost you less than $20 and will do the job without having to risk your Saiga front sight finish. Do a google search for "AK front sight tool" http://www.ultimak.com/AKST.htm is the first that shows up. |

If your a cleaning/tool kit came with your rifle, you may already have what you need to adjust the front sights. If not, then yes, you do need to buy one.

The tool kit that comes with the Saiga is the very same that comes into the wood stock of the AK/AKM series.
Yes, you can use the tool set that comes with your Saiga, but this will be good for any height adjustments only. For windage you still will need to buy the other tool which also includes provision for height correction.

If you have an airsoft gun store near you they sell then for the high end airsoft guns. The high end guns are made of steel and are identical to the real deal. Their front sight will work on a real gun. They sell them for about a dollar.
