Default VA BVA Hearings

I am trying to figure out if a BVA hearing or a VA regional office hearing is best for vets on appeal seeking compensation for injuries caused or agitated by military service.

The DAV is my service organization. However, the case is unique as the United States Army gave me a Direct Order to change my name due to my experience with Naval Veteran Jack Apperson.

Any help is greatly appreciated. I have a short time to respond to the Veterans Administration VA Form 9.
