Where can I find more information about "DCM" they referred to? Is is a good program? Can I really buy an demil M14 for $100?

No. The DCM is now the CMP. You can find out more at http://www.odcmp.com . Typical M1 Garand prices start at around $400. Other firearms are available, but supplies are always limited. The M14 program would be great, but I doubt you'll ever be able to get one for $100.
