Anomalous Open Carry States,
In these states, open carry is generally lawful, but the state may lack preemption or there may be other significant restrictions. Which here in Colorado means something to the effect of. Even thought it is TOTALLY LEGAL to carry openly, if ANYONE gets upset in ANY way and calls the police, you "could" get arrested for something like disorderly conduct. (or some other trumped up charge)

If a State does not specifically address the subject of open carry by statute, it gets listed as anomolous. There are many people, including cops, who believe anything not specifically ALLOWED by law is illegal.
