I was cleaning a batch of .308 brass I recently bought. Once fired military brass and in the middle of all of it was this. Can anyone tell me what this is?

Could be a grenade launching cartridge.

Yes indeed, it is a blank. wouldn't reload it, refer to the current thread on flash hole size.
