Several residents of a Gaston County subdivision on Thursday said they were concerned about the safety of a neighbor operating a private firing range in his backyard.

But the only concern of the Gaston County Board of Adjustment was that the range existed prior to 1992, when countywide zoning took effect. Because of that, the board ruled unanimously that Charles Dean Huffstickler should be ‘grandfathered in’ and allowed to continue operating his range in the Cedar Grove community.

"You’d have to prove he didn’t use it as a firing range prior to 1992," board Chairman Tim Bolynn told more than 50 people at the meeting. "That’s what we’re here to rule on."

Twelve neighbors and other area residents rallied around Huffstickler, and several testified to seeing him use the range prior to 1992. That was more than double the number of people who spoke against it, though opponents presented a petition signed by 50 other neighbors who reportedly want to see the range shut down.

The implementation of countywide zoning in 1992 made it illegal to fire guns within 500 feet of any residence. But shooting ranges that were in place before that date are exempt.

Huffstickler said he began using the high dirt embankment behind his home as a shooting range when he built the house on Oakwood Circle in 1978. The subdivision is just south of Gastonia, off Robinson Road.

A retired Gastonia police officer, Huffstickler said he originally used it to teach his children how to shoot handguns safely. He later hosted Boy Scout groups there, and now uses it to teach a weekly firearm safety class for people who are trying to obtain a concealed handgun permit. He hires someone to clean the lead bullets out of the bank regularly, he said.

Neighbors have complained about the shooting at times going back to the 1980s and 1990s. When county officials recently voiced concerns about Huffstickler firing guns there, he presented affidavits and other evidence showing that the range existed before zoning laws made it illegal.

After the county validated Huffstickler’s claim in July, Oakwood Circle residents Steve and Marie Greenwood appealed the decision. They bought their home a year and a half ago, and said they are one of many neighbors who fear a bullet might ricochet and injure someone. They also consider the sound of the gunshots to be a nuisance, and fear the range’s existence is hurting their property values.

Huffstickler’s classes take place each Saturday, with shooting instruction from about 2 to 4 p.m., but never after dark, he said. His students fire one at a time, and shoot at the target from no more than seven yards away with handguns — never rifles or long guns. He said he has a good relationship with the neighbors closest to him, and tries to respond to any concerns.

Several of those neighbors testified to that good relationship Thursday, and said they trust Huffstickler implicitly.

Marie Greenwood questioned whether the "impromptu" gatherings Huffstickler hosted prior to 1992 should allow it to be considered a legitimate shooting range.

"Was it really a firing range?" she asked the board. "Or was it just people going out and shooting?"

Greenwood questioned why the county never acted on complaints about Huffstickler’s use of the range after 1992. But county officials said Huffstickler wasn’t required to have the firing range grandfathered in within any certain period of time.

The Board of Adjustment plans to stipulate that Huffstickler can only use the range on Saturdays and possibly one other day per week, and never after dark. But the Greenwoods said they plan to pursue a civil lawsuit that will contend the range is a nuisance that is violating a protective covenant of the subdivision.

"All we’re asking for him to do is take his shooting range somewhere else," said Marie Greenwood. "And leave us in peace."

I took my CHP class at Huffstickler's house and shot my qualifications in his backyard. It was a safe setup. No other houses around the range and nothing behind the dirt berm that should not be there. He was also very strict on safety. VERY strict. I don't get the morons that move to a neighborhood and then try to claim that something that was there for years and years before is a nuisance to them. Many years ago, there was a 1/4 mile dragstrip in Charlotte. Then some developer builds a neighborhood nearby and the people that move in have the nerve to claim the dragstrip was a nuisance. If you don't want to hear cars revving, then don't move near a dragstrip. People are getting dumber, whimpier, and more babyfied every year. They move to a neighborhood, then go whining to the gov't because one person does something they don't like

This same stupid BS happend with the limestone mine i operated for 16 years. People come in and think they can build homes right next door to a mining operation that has been in operation since 1910 or thereabout...and DEMAND that the mine "pick up its operations...and go somewhere else" But before we go...they would like a load of crushed limestone put on their driveway...

Rush was on the radio today...it might have been a re-run from this week but he was talking about how some people that voted for Obozo thought they were actually going to get free healthcare WITHOUT and cost to them personally...and now that they see its going to cost them actual money... they're opposed to socialistic healthcare.

Its good that they finally woke up...partially at least...but holy cats...some people just have nothing that even resembles a brain at all.

I know this sounds overly negative...but i do not see a bright future for this country. The idoits breed in larger numbers than the "true Americans" and at some point the scale will be tipped in the other direction never to return to balance ever again.

I need to point something out here. The article makes it sound like Huffstickler has a full fledged multi-lane shooting range in his backyard. He does not. He has one target set up. One. With a fairly large dirt berm behind it. He makes the CHP applicants do their shooting quals one at a time. When he gives a class, it's not like there are 50 people out there blasting away at one time non-stop. I can tell you from the location of his set-up, the chances of a ricochet are slim to none.

One time I was in a local gun store tlaking to another customer. He was telling me that he lives in South Carolina, back in the woods, outside city limits. He said he shoots in his backyard almost every day. He was telling me about some douchebags form New York that moved in across the street from him and call the cops everytime he shoots

Of course, the cops don't do a damn thing as he's not breaking any laws.

Damn stupidass liberals make me want to puke!

They need a nice tall glass of SHUT THE HELL UP!!!

This whole thing reminds me of a situation very similar that happened to me. A good friend of mine has a "range" in his backyard (it's not a designated firing range, but there are no laws in this area that prevent people from shooting there), and every now and then, I'll go down there, bring my guns, and we'll have a day of shooting. Everybody in the area is okay with our shooting, except one (liberal) neighbour. She whines and moans every time we shoot, and the last time we shot there, her husband came out the back door and fired his shotgun twice over our heads! We of coarse called the cops, and they really let the neighbours have it. They said that our backyard range was perfectly legal, and if ANYONE bothers us, we can call them. (Very conservative police force). Liberals are so f'ing dumb.

Here's a good story and some insight to why Libs go off the deep end fighting some things. I had this lefty neighbor when we lived in the MatSu. Dan was a good guy just the same. When they built a prison near us, I thought good, provide jobs; neighbor fought it. Neighbor was into watching the night sky through telescope, had his own viewing porch built on top of his roof. The prisons lights ruined his star watching.

Then they wanted to build 1000 yard range so everybody from Anch could drive 75 miles out to shoot guns. I thought good, I'll shoot more too when I hear others doing the same. Neighbor fought it and actually stopped it. He told me he wasn't going to let a repeat of what the prisons lights did to him. ha ha.

So, you see, we all have to look at everybody in the community and how they see things.

And Dan, he bugged out and sold his place, moved to Guatamala. Then bought a boat down there and his wife and him were out in the bay working on boat, 4 thieves swam out tried robbing him. When he fought them off, they hacked him to death with machetes. Sad ending to actually quite a good guy for a liberal. True story that happened 3-4 years back.
