I have no experience with the 82. I do know that the CZ75 was designed so it could be carried cocked and locked. That gave you the option of carrying hammer down (DA) or condition 1 (SA), depending on how you were trained and what you felt more comfortable with. Either way is safe.
I presume that if the 82 can be carried cocked and locked, it was designed the same way.
