Default Handgun question

I'm not sure where this goes on here so feel free to move it. One of my Dads friends wants to know if it is legal to buy a handgun from one of his friends, but didn't know if He could since He dosn't have a handgun permit. But it's not coming for a dealer, it's gonna be a private purchase. Anyone have an answer to this?

From what I understand, according to NC law, a permit is still required for a private purchase of a handgun. Or a valid CHP.
