If you can find someone that has one for an example, then I would think a machinist could turn one out for what you're looking to spend. Be prepared to spend a little more though, I'm thinking it would take 4-5 hrs to do and they may charge more than $50/hr.
Yes, you can duracoat wooden stocks, as with all coatings, prep well and your end results will last a lifetime.
