Post Information about an H&R 28ga Shot gun

My Father in law had this 28 ga double barrel shot gun. It appears to be a youth or woman's size, with exposed hammers. I have looked at many gun shows, gun value books, Antique gun books, and asked at several gun shops, but none have seen one like it. I am not sure if it is just an old cheap shotgun, or a real prize. The blueing is gone, with some blemishes. The Serial number is 4 digit 21XX with Harrington Richardson Arms Co. Worcester Mass USA Pat FEB. 27. )(
Any ideas? It is a family piece, so not for sale, but would like an idea for conversation or insurance purposes.
