I saw a video on-line about how to handle a shotgun, and the instructor mentioned the length of the shotgun and said his was only 14inches long, because he paid a tax? Can this be done by the average person, can I own a shotgun under 18 inches in California legally?

Yes it can by the average person, and no you can't in California.
You got two kinds of gun laws - Federal and state. For example, Florida law says it is illegal to possess a machine gun or a short barreled rifle or a short barreled shotgun or a silencer, UNLESS it is properly registered with the Federal government. California doesn't have that last little part (about being registered with the Feds) on their law. They just say "NO!!!!!

I am afraid Calif says no to alot of things that are gun related.

I am no expert on CA law but I have sold a few Serbu Super Shorty AOW shotguns to customers in CA. Check out calguns.net for a more authoritative answer to CA law questions.
