I escaped from MA after 29 years so i can say with confidence that the 37mm launchers ARE legal in MA.

The laws that regulate any 37mm launcher are those of the US Coast Guard for use as a flare launcher. As long as you do not use any munition that can be considered "anti personnel" then it stays legal and unregulated for shooting flares.

Taking the jump to bean bag rounds, or a 37mm to 12ga adapter then makes it a destructive device under NFA law.
