Default Flintlock Powder Tester

So I have posted most of the guns of importance from the collection I acquired recently but also included was this antique powder tester. No marking to identify where it's from but somewhat similar to a French powder tester I found on line. Determines the force of discharge using a vertically oriented chamber to drive a plate attached to a numbered wheel... numbers 1-13

Again, any help identifying this would be appreciated.
