    When ATF declared the Streetsweeper and USAS12 shotguns to be "destructive devices" back in the 1990's, ATF cited legislation which authorized the Director to determine whether such weapons were suitable for sporting purposes - http://www.preventtyranny.com/Sources/Guns/ATF_Ruling_94-2.PDF

    The point is, the ATF edict had to be justified by existing legislation.

    Does anybody know of legislation which authorizes the ATF to track sales of rifles?

    18 USC 923(g)(3)(A) requires dealers to report sales of multiple handguns.

    If ATF issued this new edict without some basis in legislation, I'm guessing that the NRA's legal challenge will be successful.
