Couple Die Questions (7.62X54R)

For my Mosin Nagant 7.62X54R:

I have the Lee 3 die set (full length sizer/decapper, seater/crimp, and fcd). Lee doesn't make a neck sizer only from what I can't find.

Midway says Hornady neck sizer is a .311 but Hornady says: .308 (Midway must be misprint). Will the 308 neck sizer over exercise the neck since I will be loading .311 to .312? If so, then just staying with a full length sizer might be best option - any ideas?

If I used BT bullets only, then don't think I need this but since I am getting some non BT bullets I will get this. But would it also support .312 bullets enough since I can't find a 312 expander?

Nope, standard Lee dies. F/L Size/decap (with new stem), seating die, Factory crimp die (collet type). The new .311" stem replaces the decapping/expanding stem in the size/decap die. All reloading steps remain the same, just different size expanding stem...

I ordered the stem. Then while poking around I came across a rcbs 311 neck die. Comments say it does great on the 7.62x54r so I bought it as well. So when I need to full size some brass I can do so and expand it to 311 and then after firing it I can just use the rcbs die to neck size only.
