This article would probably be of interest to anyone that modifies their firearms, does gunsmithing or plans to be a gunsmith. The BATFE is getting notoriously bad at 'interpreting' the law in regards to what 'manufacturing' a firearm is. Several people in Congress and some in the Senate are co-sponsoring this bill to "clean up" the interpretation.

    Here's the article.

Does that mean if you change a flat tire on your car now your a auto maker?
That inspector was a fool. He was not manufacturing anything, he was assembling and there is a big difference.
Also the receiver already has a serial number noting that it is complete. If this were the way that it truly was, separating a barrel for crown work, shoulder work or repairing a headspacing issue would be considered manufacturing a firearm even though the gun already exists and has legaly been obtained. Also kiss swapping uppers on AR's goodbye, to this inspector your manufacturing a firearm.
Its common sense but obviously that's to much to ask.

    Won't hold my breath.

Wonder if reassembling a firearm after cleaning could be construed as manufacturing?

The law, to be effective, must have a provision for fines and jail time for BATFE agents who violate provisions of Fed, Firearms laws and regulations.
