Parts of it may be but the side plate is wrong, there's no hole in the trigger guard for the sling swivel, the tang doesn't appear to have a taper and the lock markings are wrong.
A half stock trade gun, probably with it's original parts. If it is not a conversion from flint, probably mid 1830's.. I've seen other locks from that time with the "3 feathers" on the tail of the lock. But then I've seen them on a couple earlier guns too.
