You using CCI 40 grain? If not, try that. If you are and you have cleaned an oiled it properly, let your dealer deal with the hassle of shipping it to Ruger for warranty work. Make sure you have the mag listed on the inventory if you ship that. Be prepared to wait a bit as Black Friday sales will make the wait longer if you don't beat them to the repair shop.
My first guess would be the magazine. Several weeks ago I bought the newer BX-25 and it performed flawlessly with all of the .22LR that I fed through it. When I started to use it in the 10/22 that I have converted to .17Mach2, it did not feed the first round without jamming. I had to take the magazine apart to get the rounds out.
Are you trying to use Yellow Jackets in it? Mine flatout did not like them.
