Hilti gun. It's used to drive a nail into stuff like concrete with a 22 blank.

Thats looks to be an old shotshell round, thats the way I remember them before the blue plastic tips were invented.

it looks like a 22 short birdshot to me, it does look like a blank round for firing nails, but the CCI headstamp would indicate otherwise. best i recall winchester is still making the 22 birdshot with the crimped style head, instead of the blue plastic critter

So...shoot it at a piece of paper from 20 feet. That will tell you if it's a blank or shotshell.

I know the nail-gun blanks were sold in a lot of different power levels, depending on what the job required, but I have never seen any .22 shotshell in other than LR.

But that crimp is indeed used on both, at various times.

I agree with ampaterry. Only shot loads I've seen were either Long Rifle or Magnum. None in short. Really not enough room in that case for a payload.

The suggestion about shooting it at a piece of paper sounds good, but what if it is corrosive primed, or loaded with black powder? I'd truly hate to rust my gun barrel, on that type experiment.

I think a better idea would be to ask CCI.

Its a blank. I used to have a bunch of them. Great for nail drivers and dog training. The shotshells were just a little different.

Yep, it's a Hilti shot for a powder actuated tool.
