I've only fired one 9mm highpoint that a friend purchased. With my G17, I'm well within an inch of what I'm aiming at (25 foot range). After 20 rounds, with his HP, I'd be more accurate throwing the pistol. I believe that hand gun was at least 4" off.
By the way, what's the deal with 25 yard range? What threat are you preparing for at that range? I use 3" targets at the 7 and 10 yard ranges because that's the range I would most likely use my CCW Glock 17. I'm not criticizing, just curious. 25 yards is 75 feet! Are you really going to use a handgun to shoot an "attacker" 75 feet away?
If you have the skill and discipline to hit at 20 & 25 yrds, at 7-10yds, you should be dead on.
