Who was teh manufacturer of this mark and what language is it?

Welcome and thank you for the question and pictures. Allow me to begin by explaining that I am not an expert. The circle the the symbol in the picture is found on firearms produced in Egypt. It has been described in several ways, and at one time I actually knew that proper name of the emblem, unfortuately I can't remember or find it now! It is, however, often found on Egyptian firearms produced by the factory at Maadi, particurlarly AKMs, but the emblem is also found on FN49s, Rasheeds, Hakims and some French MAS rifles that found their way into Egyptian hands. That factory is also known as "factory 54" and some of the markings such as you show have a "5" in the circle to the left of the staff and a "4" in the circle to the right of the staff. The Gun Digest Guide of the Modern Ak (2017) descibes the symbol on page 22 in a small section dealing with Egypt, but it's not a very detailed description.

The numbers below the emblem probably represnet a date in Arabic. The first two are in pretty much the same as in western writing 1=1 and 9=9, but the third number "V" is a 7 and the fourth number is a 2 or a 3. If you do a computer search for AKMs, Maadi and/or Egypt Rifles, etc. you should find all sorts of additional information. If you find the proper name of that symbol, please let us know; not remembering it really bothers me. Thank you again for sharing.
