Can anyone tell me is the off the shelf Amrican Eagle 5.56 62 grain ammo the same as Federal XM855. Seems like a lot of trouble for the same manufacturer to make one steel core and the other not.

No its not. The XM855 is milspec steel core penetrators and the American Eagle is simply 62 gr lead core FMJ.

No Trouble for them, Its their business. Don't forget a lot of ranges don't allow steel tipped ammo ( XM855 ) .

Just got some from Cabelas that was advertised as "62 Grain", no mention of penetrator or steel tip in the ad, but it's the real deal. Green box XM855, LC 12 with NATO stamp and green tips. Maybe they didn't want to stir any trouble by mentioning it in the ad.
