Going through closet and found an ammo can of 5.56 193 reloads I bought 5-6 yrs ago at a gun show from a reputable major reloading company..Son chronoed today and 10 shots were 2975-3100fps out of 16" hbar...is this normal fps from 16" versus 20"??

Pretty typical for military over run production ammo, so from a reloader, it's pretty usual.

The reason I reload is to get consistency without the cost of factory ammo,
And most large scale reloaders aren't consistent since they do small volumes compared to large manufacturers.

Long term storage, along with environmental conditions, will effect the velocity,
So will the temp of the barrel you are shooting them through.

Shoot some 5 shot strings, look for consistency between string shots.
Getting 50 or 100 FPS in a five shot AIMED string isn't unusual with 'Aged' ammo, the reason a lot of bench shooters like freshly rolled ammo.

I'd say if it's accurate, then shoot it and have fun!
Keep your brass, it's getting REALLY expensive, and if you don't reload, I'm sure there are a lot of people that will give you reasonable money for it.
