New here hope someone can help me.my 99e is shooting all over the place.Had it to a gun smith put a new rail on for scope and a new scope,still cant get a group. Barrel is in good shape nothing loose, used to be a tack river. Not sure where to turn anymore.Tried 3 new scopes ,different bullets . Any ideas would be great

Check the base for looseness first, is this a takedown model?

Also, are you shooting factory jacketed ammo or cast bullets? Have you tried cleaning the bore with a copper solvent? Jacketing buildup and/or leading can really affect accuracy.

Assuming your scope and mounts aren't the cause of your problem and the barrel has shot good groups at some point. try this:

If you are using front and rear rifle rests, remove the fore end and try resting the rifle on the receiver belly. If that helps, you should check your fore end wood and make sure it isn't putting pressure on your frame. Relieve the fore end as needed where it enters the frame.
