sorry to bouther every one with this. could you give me a pretty close manufacture date on this revolver frame. it is an H&r 7 special in 22 lr
I am trying to prove that it would fall in the c&r description.

Looks like you have a H&R .22 special frame, first variation made between 1926-1928. It is C&R eligible, but a bare frame must be sold through an 01-FFL to be legal.

I believe the transaction must be between 01-FFLs only to be legal. I never will understand the reasoning behind this regulation. A C&R revolver being shipped to a C&R holder has a frame with a serial number on it. If you strip the same revolver down to the bare frame, you still have the same frame with the same serial number, but now it is no longer C&R eligible.
Can someone explain this ridiculous regulation?

A private owner can ship it to an FFL so long as the FFL is willing to accept from a private owner. It has to be shipped via FED-EX or UPS overnight.
