As marble pointed out it isn't a rifle, it's shotgun in 16 bore of Belgian manufacture. It appears to have been extensively refinished which will detract from its value.

The bore designation, that diamond shape with the 16 over a C, was for black powder proofed shotguns from 1898 to 1924, the inspectors mark, the star over the letter M was used by Couchant Louis from 1923 to 1952, so it's most likely to have been made between 1923 and 1924 as that would be the point in time that those two marks coincide.
