What is the purpose/advantage of using a flat base or boat tail bullet. Caliber .223?

simply put the boat tail design has a aerodynamic advantage over the flat base.

So your going to have a better balistic coefficent.
    (what does that mean !)
less resistance, flatter shooting, less energy loss over long distances, most times better accuracy.

There has been a whole lot of research done over time to show that the flat base is a small bit more accurate over shorter distances (under 200 yards) than BT's.
That said, once you get to reaching out a ways the BT becomes the preferred choice for better stabilization due to a higher BC.
Do a search comparing both base types and you will find a wealth of information.
