Looks earlier than 1820. What is written on the lock plate? Any marks on top of the barrel?

Looks like a mid-1700s saddle holster pistol with a cut-down barrel. Is there a ramrod channel under the barrel? The lock looks English...

Agree that this is early to mid 18th century. Possibly French--please supply better pics of sidelock, all markings, opposite side, etc.
