Webley knockoff. It's Belgian.
The Belgians were notorious for not honoring firearm patents unless the patent holder manufactured firearms in Belgium.
It does, but I cannot find a match. Webley started in 1887. I'm told this gun is 1883 or earlier?
The gun predates 1893, not 1883.

Webley started furnishing service revolvers in 1887, they were producing guns a lot earlier, so Belgians could have been copying it a lot earlier.
