I want to reload 16 guage shotgun shells but I want to use steel bbs as my load is this a good idea and if it is how much how much powder should I start with and is there any other home made loads any one could recommend for 16 guage.

Buy a shotshell reloading manual.

Unless you have a fairly new shotgun, running steel down the barrel will ruin it.

look into the company Ballistic Products, they have almost all you need to get going including manuals for the 16ga

Shotgun shell reloading has maybe even more variables than rifle/pistol reloading. Howlnmad had it perfectly right about shot shell 'recipes' (loads) being very, very specific. If you don't follow the loads to-the-letter you can blow your shotgun (and yourself) to kingdom come.

3 words of advice: Get a good reloading manual. Read it thru until you completely understand everything you are about to do and why you are doing it. Do not experiment or EVER use load data that is not directly taken from the reloading manual. Ever.
