Brownells can explain it better, but basically they are very similar.

Short summary:
The width and angles of the rail itself are the same.
Weaver grooves are typically narrower than the MIL-STD-1913. Also, the groove spacing isn't specified on the Weaver system where 1913 specs that they're spaced 10mm (0.394") apart
So, you can mount Weaver-style rings to a 1913 rail but 1913 accessories may or may not fit on Weaver scope bases.
