Was at a gun show yesterday and picked up some small rifle primers, 200 of them were "Magnum". Can I use them in the .223 caliber? My powder charge is at the low end of the chart. Do I need to reduce the powder charge?

If you are loading them at the low end, there would probably be no need to reduce the powder charge because you never want to go below the minimum charge.

You will be fine, as a general rule reduce the powder charge data by 10%. There will be nominal pressure differences using magnum primers, as with anything use caution and common sense.
