R.F. Sedgely 1903 rifles

Saw an ad online for a 1903 Sporter 30-06 by Sedgely. The listing party states that "Mr. Sedgely would procure the under 800,000 sn Springfield Armory 1903's- and re-heat treat the receivers before customizing them" Is this true?
