So I just received a gun for a project. It was thought to have a used shell jammed still in the chamber and unable to break open. After messing with it I cocked the hammer back in the fire position and then the break action lever would work and it broke open to find no she'll. My question is, is that normal?? I've never seen a break action shotgun that you need to cock the hammer inorder to break open??

I would say it is not normal. None of my break opens will break with the hammer pulled back.

I have heard it happening when the firing pin is stuck in the forward position. (broken firing pin spring )

This is the basic 940 - I couldn't find a diagram for the 'b' variant, but they are probably very similar. Item #5 appears to be the pin that retains the firing pin (1) and spring (2). It's impossible to see whether the pin is tapered, but I doubt it. Try drifting it out from left to right with a small punch.
