    I can't read the whole page - the legalese gives me a headache and horrible gas. But it has something to do with a possible window of amnesty for unregistered full-auto firearms, to "correct" the BATF's lack of ability to keep their paperwork straight. If someone here can read the page and give me a translation in English, I'd be much obliged.

    Rumors are flying that this would be a golden opportunity for people to create their own fully-automatic weapons and simply register them. Voila! Instant legal machine gun! The part of my brain that actually works tells me that it's not that easy. Is anybody able to decipher this?

    Combining information given by BATF in testimony before a Congressional hearing and information contained in an audit of the BATF's records (or lack of thereof,) it is apparent that the BATF has lost, misplaced or erred in thousands of its Title II registrations. Because Congress has given BATF and Justice authority to grant "amnesty" periods, there is SPECULATION going around that such an amnesty might be granted. Senator Bob Smith is saying such a thing would be a good thing. The amnesty would apply only to weapons presently existing and having some evidence of having been once registered.

    That is my interpretation of the article.

    That is the part that makes it hard to slip in one that has never been registered.

    Although ATF could have another amnesty period as provided for in statute, it is very unlikely because of the very reason stated above. ATF believes that having an amnesty period would result in a slew of newly-manufactured machineguns.
