I don't believe GCA '68 banned these- just the small guns.

As I said, the western style revolvers were not affected by GCA '68. There was no reason to assemble them here-only the small guns.
Guns that were banned required that the FRAME (only) be produced here, as frames could not be imported for the banned guns.
While the time frame is probably accurate, guns of this exact type were imported, complete, for many years after 1968.
